About Our Moderator: James A. Cooley
James Cooley works in the Office of Medical Technology, housed within the Office of the Medical Director for Medicaid/CHIP. Prior to this, he served as a policy analyst - and later the chief of staff - for the Hon. Dianne White Delisi, Chairman of the House Committee on Public Health (79th and 80th Sessions) and the Select Committee on State Health Care Expenditures (78th Session). He worked on numerous pieces of legislation to further health information technology, to include a bill authored by Chairman Delisi to establish the Texas Health Services Authority. His previous background includes health care policy research and writing as both self-employed analyst and Texas Capitol journalist.

Sheila Cooper has worked in Texas Medicaid for over 15 years both as a state employee and a contractor. She is currently the project manager for the Medicaid Information Technology Architecture (MITA) project at the Health and Human Services Commission. This project is a Center for Medicare and Medicaid Services (CMS) initiative to move states Medicaid systems toward greater inter-operability through the use of health information technology and standards based health information exchange. She also serves as the lead resource for CMS enhanced federal funding requests including the funding request for the State Medicaid Health Information Technology Strategic Plan. Ms. Cooper holds a B.A. from Dartmouth College and an M.B.A. from UCLA.
Panel Member: Noel Villarreal Noel Villarreal currently serves at the Texas Health and Human Services Commission (HHSC) as project director for the Medicaid Eligibility & Health Information (EHI) Project that will replace the current paper Medicaid identification form with a permanent plastic card, automate eligibility verification, provide a rudimentary electronic health record for all Medicaid clients, and establish a foundation for future health information exchange. Prior to EHI project, Noel served as the Director of Lone Star Business Services with responsibility for oversight of the daily operations of the Electronic Benefit Transfer (EBT) Systems Integration and Operations, Lone Star Imaging System, Program Support Services, Data Integrity, Quality Control, Program Automation, and Special Nutrition Programs. Prior to joining HHSC, Noel held positions as product manager, software architect, database administrator, consultant and owner for multiple private start-up companies; and worked for NASA subcontractors as an application software developer and systems administrator.
